The Regional Development and Protection Program (RDPP) was first initiated in 2014 as a multi-donor response to address the humanitarian and development needs of refugees and displacement affected communities in the countries neighbouring Syria. RDPP aims at supporting civil society, host governments, donors and other stakeholders in understanding and mitigating the impact of protracted forced displacement from Syria and the compounded crises in Jordan and Lebanon. Through partnerships with national and international actors, the RDPP seeks to enhance protection and support socio-economic development for refugees and local communities with a view to support opportunities for increased self-reliance and resilience of various groups of populations and a specific emphasis on women and youth.

 

The RDPP implements through partnerships. These can be directly with national and international civil society organisations, UN entities, research institutes, think tanks and social enterprises and also private sector entities, national and sub-national structures and institutions, CBOs and many other relevant entities to support the objective of the program. The third phase of the program began in February 2023.

 

The overall objective of RDPP III is to support vulnerable refugees and local communities in Lebanon and Jordan to access rights, and enjoy increased safety and enhanced self-reliance towards durable and sustainable solutions. This will be supported through four specific objectives (SOs):

 

SO 1: Vulnerable refugees and local communities are more self-reliant and resilient.

SO 2: Women and children at risk of exploitation and abuse are enabled to increasingly enjoy their rights, safety and quality services.

SO 3: Policy dialogue around durable and sustainable solutions, including livelihoods and protection for refugees and local communities is promoted.

SO 4: National and sub-national institutions, organisations and structures supported have enhanced capacity to respond to community needs.

Regional Partnership Finance Manager

Job Brief: :

The joint initiative Regional Development and Protection Program (RDPP) is focused on supporting livelihoods and protection for Syrian refugees and their host communities in Jordan and Lebanon. The responsibilities as Regional Partnership Finance Manager is to support the partnerships under the Regional Development and Protection Program for Jordan and Lebanon in the management of the grants received for project implementation. The main duties of the position include:

Support to RDPP partnerships:

o   In collaboration with the Localisation and Capacity Development Specialist, conduct partner assessment prior to entering into the partnership commitment, prepare report and recommendation, and present finding to the relevant RDPP team members for common review of risk and follow up planning

o   During project development phase, support the potential partners to develop the budget in adherence to relevant MFA guidelines

o   Develop a risk-based monitoring plan for financial monitoring of the partnerships in accordance with the partner assessment and in coordination with the RDPP focal points for the relevant partnerships. Review quarterly together with RDPP team

o   Ensure timely implementation of the financial monitoring visits in collaboration with RDPP focal points. Develop a report with relevant finding and recommendations for follow up after each visit to be discussed with relevant RDPP team members.

o   Review budget and budget revisions submitted by partner, including due diligence analysis, cost-benefit analysis and adherence to relevant guidelines. Provide input from analysis to the relevant team discussions on the partnership

o   Develop annual forecast expenditure overview for the partnerships.

o   Support the partners in the annual auditing process, including approval of audit companies pre-selected by partners. If relevant, decide with Regional Program Finance, Logistics and Data Manager to pre-identify limited auditing companies to support the audit process.

o   Review financial reporting and audits from partners. Together with RDPP focal points for partnerships, follow up with partners on relevant points as needed to ensure quality reporting and adherence to relevant guidelines

o   Ensure that partners are knowledgeable of the Danish MFA guidelines on anti-corruption and procedures for handling financial irregularities.

o   Support arrangement of training of partners on anti-corruption and other related financial capacity development measures identified, as needed

 

Support the overall financial management of the program:

o   In collaboration with the Regional Program Finance, Logistic and Data Manager

o   Support the preparation and reviews of the overall program budget

o   Provide input to the annual financial report for the RDPP donors, including graphic analysis of progress

o   Where relevant, support the annual audits of RDPP, including the RDPP audit of partner audit reports

o   Support preparation of annual work plans and budget forecast, when requested

o   Support and contribute to bi-annual Financial Monitoring visits by finance specialists from the Danish Ministry of Foreign Affairs. Ensure timely follow up on recommendations, as needed

o   Update Project management Tool monthly and share with RDPP team

Regional Monitoring, Evaluation and Learning Specialist

For the overall RDPP results framework:

Managing portfolio of partnerships:

·      Manage a portfolio of 2-4 civil society partnerships with a core focus on contributing to the capacity development of the partner organization. In an advisory capacity, support the partners in developing, implementing, monitoring, amending and evaluating the implementation of their partnerships supported by the RDPP. Ensure close coordination with other RDPP partner focal points on technical input to the partners on livelihoods, protection and advocacy for a coherent program approach

Follow the localisation agenda:

·      Stay updated on global, regional and national commitments and initiatives in support of the localisation agenda, donor commitments to localisation, and relevant coordination efforts in Jordan and in relation to the Syria displacement crisis

·      Engage in the Localisation Task Force and other relevant fora focused on localisation to contribute with RDPP learning, support and inputs, where relevant

·      Manage a portfolio of 2-4 civil society partnerships with a core focus on contributing to the capacity development of the partner organization. In an advisory capacity, support the partners in developing, implementing, monitoring, amending and evaluating the implementation of their partnerships supported by the RDPP. Ensure close coordination with other RDPP partner focal points on technical input to the partners on livelihoods, protection and advocacy for a coherent program approach

·      Ensure regular monitoring including field visit and provide guidance to the partners to support them in achieving the agreed results and outcomes. Involve relevant RDPP team members as needed

·      Hold annual meetings with partners to discuss progress, potential deviations, mitigation and plans for next year

·      Ensure the partners are aware of and adhere to relevant guidelines

·      Highlight and discuss delays or deviations in project implementation with partners the RDPP team

 

Support to capacity development of other locally-led partnerships:

·      In collaboration with the Regional Partnership Finance Manager, conduct partner assessment prior to entering into the partnership commitment, prepare report and recommendation, and present finding to the relevant RDPP team members for common review of risk and follow up planning

·      In coordination with the RDPP partner focal points, support the locally-led partnerships in developing their capacity development strategy and plans. Support the partners during the implementation of their capacity development plans including providing advice and guidance on their capacity development of national and sub-national structures, institutions and actors. Provide support, guidance and monitoring, where relevant

·      Engage with relevant levels of partner organisations and lead discussion on their strategic organisational development

·      Facilitate team discussions to follow-up on planning, support and learning from the overall RDPP capacity development support

 

Partner learning exchanges and capacity development training:

·      Together with the Localisation and Capacity Development Specialist for Jordan,

o   Facilitate networking, learning and exchange between partners, including arranging meetings (virtual and in-person) and workshops on relevant topics

o   Develop and lead capacity development trainings for partners as required, together with RDPP team members and with external support, if relevant.

 

Follow the localisation agenda:

·      Stay updated on global, regional and national commitments and initiatives in support of the localisation agenda, donor commitments to localisation, and relevant coordination efforts in Lebanon and in relation to the Syria displacement crisis

·      Engage in the Localisation Task Force and other relevant fora focused on localisation to contribute with RDPP learning, support and inputs, where relevant

·      Lead the operationalisation of the RDPP commitment to the localisation, including extracting learning to inform programming and advocacy

·      Act as focal point for studies, research or evaluations, including leading the externally supported RDPP study on localisation

 

General:

·      Immediately alert the Program Manager in case of suspicion of irregularities at any level of program implementation

·      Any other required duties as assigned by the RDPP Management to assure proper program implementation

Requirements:

Qualifications

·        University degree in Development Studies, International Affairs, Humanitarian Action, Political Science, or other relevant area of study.

·        Minimum seven years of professional experience working with humanitarian or development cooperation (i.e. for an embassy, international or multilateral organization, international or national non-governmental organizations).

·        Extensive experience with capacity development of civil society organisations, including assessments, developing plans and engagement with stakeholders at different levels of the organization

·        Experience with development and implementation of tools and methods for capacity development of local civil society and other relevant stakeholders in Lebanon

·        Knowledge of the localisation agenda and dialogue locally, regionally and globally, including awareness of the local actors and structures engaged

·        Knowledge of and experience with good practice and principles in partnership approaches

·        Knowledge of the Syria crisis and forced displacement.

·        Strong written and verbal communication skills.

·        Ability to work independently and in a team.

·        A structured mind-set and excellent planning and coordination skills.

·        Strong interpersonal skills and team player abilities as well as interest in and willingness to share knowledge with – and learn from – colleagues.

·        Excellent knowledge of spoken and written English and Arabic.

·        Willingness to travel.
